    I'd thought the only difference was whether you were legacy or not, but it sounds like you're seeing something else.

    You start with several slots when the Armoury feature is unlocked, and then gain one more for each additional class or job you unlock. Since unlocking classes began with ARR, whereas legacy characters began the game with all the original classes unlocked, a legacy's initial gear sets are higher to account for not gaining more with each class unlock. I'd heard before that that adjustment left Legacy characters one higher than non-legacy characters on the total number of gear sets once all classes and jobs are unlocked, but maybe it isn't that simple.

    Could the difference pertain to how many of the jobs were unlocked during 1.0 versus how many were unlocked after the game got restarted with ARR? (Just guessing here.) Or maybe it really is just bugged.

    That was one consideration I had. I did have two jobs unlocked (and all classes) in 1.0, but "Friend 1" also had one job unlocked in 1.0 so it kind of threw that theory off.
