Spend more money if you want good performance. You get what you pay for when it comes to electronics. I'd look at Clevo frames and pick the components you need/want.

Some of those issues aren't necessarily a issue with your laptop, the lag could also be accounted for connection issues. 600-700 will do this game fine but chances are if you want to try other games, it will falter, especially if it's newer games. I've rolled with this for awhile MSI pe70 2qd-062us and it's handled everything I've thrown at it. But it might be a bit out of your price range.

I bought this one and it runs the game flawlessly. However, it is slightly out of your budget.

Wait actually, I'm pretty sure the version I have right now isn't this... Same processor and graphics card but mine has a bigger ssd. No big deal though.

I've been playing the game on an Acer Aspire V3-572G for the past few couple of years. The specs aren't fmazing or anything, but it runs the game fine on mid-to-high settings.

    CPU: i5-4210U
    RAM: 8 GB
    GPU: GeForce 840M

I think it costed me.. somewhere in the $400-500 range.

Aside from price, I think you really just need to keep an eye on out two things: GPU and hard drive.

My previous laptop that was running on integrated graphics (Intel HD4000) and had to run the game on lowest settings, and I had to keep my camera pointed at the ground if I wanted to pass through any area with people. lol...
So definitely look for one with a dedicated graphics chip.

For the hard drive, you definitely want a solid state drive (SSD) if you want to avoid that slow loading time. It probably won't help you avoid AoEs, since that's more likely an internet issue. But for dealing with a crapton of stuff on the screen, like people, and loading, then an SSD helps a lot.
I haven't browsed through budget laptops lately, so I don't know how many of them have an SSD included. Hard disk drives (HDDs) are cheaper and can hold a lot more, so budget ones tend to carry the slower ones to keep the overall cost down. But if you're confident with a screwdriver and think you can be careful enough about prying open the casing, and disconnecting/reconnecting ribbon cables, you can always replace whatever HDD you get with an SSD of your choice.

A good budget laptop that can play games is the Acer Aspire E15. The 940MX graphics in it was enough to get a decent score in the Heavensward benchmark a while back (sadly I don't recall if I ran it on the default high/low laptop settings or messed with the settings myself). Just need to make sure to force the Nvidia chip to do the work on some games, sometimes it wants to stick to Intel HD graphics. Usually it makes the correct decision on what graphics chip to use lol.

I also played Overwatch on it at medium settings and got a pretty steady 40-50 FPS if I recall.

12 hour battery life idle is great too, makes typing stuff much easier when you don't need to be next to a socket every hour or two lol

And here's a video review about the laptop https://www.youtube.com/watch?v=KVXR05dSqrs

BUT if you don't need a laptop, I'd recommend a desktop with a decent graphics card for your gaming needs. If you're not comfortable putting one together yourself you could go to Cyberpower and do it there. Lots of customization, can probably get a desktop for like ~$600 through them if you choose the cheapest stuff (But get like a Nvidia GTX 1060 or an AMD RX480 graphics card, that's where the performance will really matter. I don't think a modern CPU will bottleneck on XIV).

If it doesn't have to be a laptop, you're likely to get more value for your money with a desktop PC or PS4.

I always liked the Asus Republic of Gamers laptops for gaming needs on the go.
