Is the droprate for Shirt of the Divine Hero bugged now?

Done about 40 runs the past few days and it hasn't dropped once. Been spamming Tam-Tara hard solo and nothing.

Doing Stone Vigil hard solo isn't a good idea since the second boss would take forever.

Yeah it's bad RNG and I know how you feel. I spent 3 patches since its release (2.3) running Tamtara HM during free time for Shirt of Light (BRD's version) and only get it at near end of 2.5

Its just RNG. I know someone who ran Shiva EX over 80 times to get their spear waaaaay back when (and that was to *see* it, not see and lose the roll).

Crafted versions have different base colors. The shirt I'm going for has a black vest, red sleeve and purple/white sash. None of the others do that.

Only drops given directly by mobs are affected by that. Chest drops (like the shirt he is chasing) are unaffected.
