Ah, you've only been using the 100% meld slots, to get the most out of Ironworks gear you need to pentamelded each piece of gear. To get free and cheap materia to overmeld you can either trade in Red Scrips or do the Ixali Rank 7 Dailies.

For reference, using your base melds and then overmelding using only Tier IV (and some Tier III) materia, http://ffxiv.ariyala.com/VFPP which gives you 1011 Craftsmanship 943 Control 416 CP before food, which should more than set you up for 4* crafting (with the melds on the tools available to boost any specific shortfall that 4* crafting shows up when it comes in).
