Hi I'm a lv 60 weaver with a full hq iron works set and hq ilv 195 tools, I have 913 craft, 877 control and 416 cp. I only have 2 materia slots left and I need some advice on which stat needs it the most, rath's rotation says it needs 437 but I don't know if I overcompensated that with extra craft and control. The last 2 slots are on my main and off hand tools so I have access to 4cp, 7 control or 11 craft for each

So with 416 CP, you can use any of the following foods to achieve the 437 CP for Rath's Rotation, all of which would give you enough CP to have one free Basic Touch or Precise Touch in place of a Hasty Touch.
HQ Bouillabaisse, +43 CP, easy to craft as 50 1*.
HQ Baked Onion Soup, +28 Craftsmanship +48 CP, easy to craft as its a level 52 recipe.
HQ Seafood Stew, +31 Control +50 CP, probably your best bet as your control is rather low.

Out of interest have you been over melding with Tier IV materia? As your stats seem quite low for having all but 2 slots spare. Go to ffxiv.ariyala.com and put your melds in and post a link so we can see where you can remeld to improve your stats. For reference I've got 1000 Craftsmanship 950 Control without any melds on my tools and no Tier V overmelds.

I put a lot of V on before I knew about rath's and saw I was down a lot of cp so I started just melding any cp material I could on

Ah, you've only been using the 100% meld slots, to get the most out of Ironworks gear you need to pentamelded each piece of gear. To get free and cheap materia to overmeld you can either trade in Red Scrips or do the Ixali Rank 7 Dailies.

For reference, using your base melds and then overmelding using only Tier IV (and some Tier III) materia, http://ffxiv.ariyala.com/VFPP which gives you 1011 Craftsmanship 943 Control 416 CP before food, which should more than set you up for 4* crafting (with the melds on the tools available to boost any specific shortfall that 4* crafting shows up when it comes in).
