That bottle is nothing the textures are so low resolution their own graphics setting goofs and make mountains look like putty.

I'd rather they not, atm the dev team is limited in size as it is, so to have them recreate every texture in the game, with an HD upgrade, then to also create a normal and hd version of all future textures, will either slow down the rate that content comes out, and/or reduce the amount of content released in each patch.
Not to mention that it'd be asking for something that would eat up a lot of time for the devs to work on, but that only a portion of the community would get to use.
Maybe in the future when PS3 support is dropped, and FFXV, FFXII HD, and FFVII remake projects are done, and we hopefully get a larger dev team, then maybe, it'd be time to add a UHD texture pack.
They don't need to recreate anything though because that's not how game art is done. When creating models and textures they are initially created in high resolution and then scaled down as necessary to suit the platform. This isn't exactly how this works. The devs don't have to "make" two different versions of the textures per say. I'm guessing it would be downscaled with some sort of software. The textures that are used in the game now are likely downscaled versions of the originals. So the process of releasing an optional setting to use higher res textures doesn't seem like it would take too much work. But, I also agree that this may be a problem for PS3 (maybe even PS4) users.

It might be as simple as you suggest, or it might not...
The step that would almost certainly take more work would be the optimization step - assuming they have higher resolution versions of every texture that could be brought in as an option without much extra work, it could also end up running like crap on even beefier systems, so taking the time to find that right balance so it's not terrible...
For every texture and location in the game...
Would almost certainly not be a simple task. Optimization can be a helluva thing (and improperly done it's how you get games that work smooth as butter when facing one direction, but face another or with certain things in view *even on beefy systems* and and the fps plummets) to get right.
On the other hand (again, assuming it was as simple as using original textures already created and was a simple process to implement), they could just set it as an "Extreme" setting with a couple visible warnings that it may not be optimized and your computer may suffer performance issues, and then point to that whenever someone inevitably complains that it isn't both HD and running smooth as butter at 120 fps.
Why is the Dev team so small? Same reason SOE squandered revenue from EQ on lots of projects that flopped or were very marginal.
