I dont thinks its instanced, because you can do some Duels while waiting for your match.Duel mode
It will be possible to battle 1 on 1 against each other in a public area located at the Wolves’ Den Pier. You’ll be able to request a match via a menu subcommand, and when accepted a countdown will start and the the battle will begin. We hope you can have fun with this for community events and while waiting for the Feast matches.

He meant it more like for example when heavensward came out areas where "instanced" to make sure the server gets no problem with to many people dunno if you can remember that.

aka if servers like balmung, gilga etc. have to many people in this area there will be a "instanced" basically the exact same area as usual just with limited players
I don't even expect it to get its own channel upon release, to be honest. There are a few worlds like Balmung that have a heavy PvP following, but the majority of the worlds won't have any worse congestion than other end-game areas like Idyllshire. Unless dueling becomes spectacularly popular among the majority of the community, setting up separate channels for the area is likely an unjustified waste of resources.
