Its intentional, it is a celebration of FFXIV as a whole
You can also make your own character look like her
Then increase your bust to max and switch to the Minfilia gear set and hairstyle and you are more or less the current Minfilias twin.

Yes, and I can assure you it was also why even superPCs couldnt run it on Max. I had a pretty beefy PC back in 1.0 and i simply had settings on Standard due to otherwise FPS would be like 30 or less in normal crowded areas, and only about 30-50 people MAX was visible. You had to move around to see others, and see the other ones vanish from sight xD
I think they used the GFX engine that was used in FF XIII, which is a great engine for a singleplayer FF, but not so much a MMO. Hence the complete rebuild of the engine for ARR

I think textures were simplified for the sake of the ps3 folk.
...and mid to low-end PCs when ARR launched. And I wouldn't be surprised if they didn't have the same budget as 1.0 to burn on graphics. And probably a few other reasons.
(The "PS3 limitations" spiel has been a lame excuse for nearly everything since ARR came out, so I and many others are kinda bored of it).
