yeah this isn't what I'm referring to. What you're speaking of is more in regards to the auto attack change. I'm talking about how Face Target works as a game setting. Where everytime you hit a skill you will face the target so you can hit it. There is also a command /facetarget which can be bound to a key. I do not know if they are mutually exclusive or not. I don't use the command but I have the setting on in character configuration. This allows me to be on the move and soon as I hit a skill it turns me to face the target and it. (not under wanderer's of course unless using something like feint) So how does this "face target inaccessible while moving" effect this? Imagine not being able to use your straighter shot proc as you move because face target doesn't work while you're moving? Or Hell I play WAR in dungeons sometimes... I over power as I'm moving because the face target game setting (the one in character config) allows me to still hit as I dodge AoE's from packs of mobs.
As some have pointed out in their posts they think this is reference to the command. I have to say I really hope so.

I still don't get what your talking about, I have face target setting on so I auto face the target when I hit a skill. They got a button that makes you automaticly about face. So all you have to do is hit it, avoid the gaze attack, then hit a skill shot (straighter arrow) and ur facing the right way again. I do this a lot. so maybe ppl just arnt used to using all the keybinds. but I have never encounted issues with what your describing.

Ok what the Live Letter answer says is that Face Target is INACCESSIBLE while MOVING. So yes as it works RIGHT NOW when you hit a skill no matter if you're moving or not you will turn and face target and said skill will hit. By saying Face Target is INACCESSIBLE while MOVING depending on what this exactly refers to, COULD mean that if you're on the run or dodging an ability that hitting said skill will NOT make you turn and Face Target and then said skill would NOT hit. But again that's why I want clarification. Because the command /facetarget or the keybind "F" to facetarget IS infact a different thing. I can have the game setting Face Target on and never touch the command one.

You keep referring to turning away to avoid gazes and such. That is not relevant to my concern. I actually see nothing in these changes that would effect how I turn around to avoid gaze type moves or even something like blighted bouquet. My concern is only with their comment about INACCESSIBLE while MOVING.

You talk about autofacetarget not the facetarget option. Here what the dev team want to fix because this was abused in some kinda of stuff like pvp but also in pve since you could block etc. while running away.

its more clear if you click faster or let keyboard do that for you

I know what you mean, I worry too. There's 2 things called "Face Target" in the game. There's a setting in the menu that makes you automatically turn when using a skill/spell, and a keybind command (default to F on keyboard) that makes you follow your target.
This is the first one that we're worried about, the "automatically face target when using action" thing:

If it effects this, this change could mean that instant casts (procs like thundercloud, or just instant spells like ruin 2) will now be impossible to use unless you're strafing while facing the target. That menu option makes you turn to face your target when you use those instant casts, letting them go off without you having to stop and turn. This means if you're running away from a thing, you aren't facing the mob and you wont turn because of this change, so you can't use your instant spells. This also applies to instant skills that melee use; I don't think it'll effect them as much but it'll still be annoying.
