No. It's a Final Fantasy game, so more likely it's Scarmiglione from FF4. Especially with the cloak being in tatters like it is.
The Palace of the Dead is a direct reference to the same place with the same mechanical concept in Tactics Ogre though, of which Nybeth is the final boss. We've already had a number of Tactics Ogre crossovers in various forms so this would be no different really.
Except everything that has happened in FFXIV's Palace of the Dead so far makes Nybeth the most likely culprit. Also Fog of Phantom was playing. Currently, we do not know if this will be a boss theme, or one of the Palaces themes.

This is the music used in Palace of the Dead in Tactics Ogre. It is the exact same song used during the 3.4 trailer during the Palace of the Dead segment.
It's going to be Nybeth, the reincarnated versions of Edda and the other various people from our past we encounter in the first 50 floors are strikingly similar to his dabbling with resurrecting the dead in hindsight.
