Get all crafting classes to 15, Culinarian to 37, and Carpenter to 50 for sure. Byregot's Blessing is critical. Second, make sure to use HQ Bouillabaisse or HQ Seafood Stew to give her CP boosted to a range that is effective. There will still be some RNG from Hasty Touches and Rapid Synthesis, but as long as she can build Inner Quiet stacks to a minimum of 9 before using Byregot's Blessing she should get much better success rates for HQ turn-ins.

If she's level 60 she really shouldn't have any problem with this unless her gear is incredibly outdated.

Other advice stated here is good, if she doesn't have time to grind carpenter to 50 for blessing, use "Byregot's Miracle" from the specialist actions and use it the same way Bloody said, and I really can't see this being that hard.
