Cerberus is a mix of English, German, French and Russian speaking players for the most part, while the main communication and PF language is English.
Duty Finder (which is for all EU) depends on the time you queue something and your role. Roulettes you usually get in very fast after reset on any role while late night and morning queues can be slow. Towers/WCM are pretty fast (if you aren't tank) on reset day, weekends and monday.
Raidwise Cerby is pretty midcore. We have some pushing teams but the majority tackles raids slowly. EX primals usually are downed within first 1-3 weeks after that it can get hard to find clearteams but we have a lot of helpers around that just jump on random PFs to help out.
Hope this gives you an overview.

Want to join the Eorzean Derp? Use recruitment code M482YUK on Mogstation for a free Friendship Circlet which gives bonus XP up to level 25 ^^
PvPing solo might be annoying too, the wait is looooong
Thanks that helped a bunch trying to find up to date stuff about other servers doesn't help to much, but yer as I am from uk and play on N.A server it can be annoying finding people or waiting mid week at my time to jump in to things lol
