Shield Swipe only prevents physical abilities not magic, as it afflicts the enemy with the Pacification debuff that prevents weaponskills from being executed (they still telegraph them as you stated, but the effect doesn't occur and the enemy just sits there looking stupid). Hence magic abilities just ignore this (which is what Spirits Within is for with it's Silence effect).

But yes, I agree Shield Swipe's potency is very underestimated - Sheltron ensuring you should be able to use it fairly frequently.
