Oh hell naw. Shild Bash being a spammable GCD weaponskill makes it so Paladin can chain stun mobs during trash pulls, which makes for great mitigation, and also so that they can run around stunning ads in mechanics in which you want to prevent a target from reaching X location, like the gels in A3, the Plasmas in A6S or the True Heart in A7. This is part of Paladin's utility and why our stun is imo superior to other classes.

The downside, ofc, is that it interrupts your combos if you have to throw it out to interrupt THAT ONE attack from the boss, but hey, I'd rather have that than make our chain-stunning skills the same boring 20s CD as the other tanks. The classes are already monotonous as they are.

Plus, Shield Bash is suuuper strong in PvP!
