I'm assuming you mean shield bash, not shield swipe? As long as that cooldown wasn't 20s or however long WAR/DRK is.. I'd still say even with the GcD lock PLD still has the best stun simply because theirs isn't stuck behind a long cooldown or reliant on a proc (i'm pretty sure lowblow can be refreshed faster with a proc? maybe?)

Shield Whatever-the-stun-one-is. I've had more problems stunning on PLD than I do on DRK, but maybe that's just me. Others I've had the discussion with seemed to agree with my assessment, so I just assumed that was the general consensus.
