Overpower is 120 potency with a x5 enmity multiplier = 600 potency of enmity.
Unleash is 100 potency with a x6 multiplier = 600.
Abyssal Drain is 120 potency with a x5 multiplier = 600.
Flash is 600 potency of enmity.

Before any buffs, they all generate the same amount of enmity.

Overpower+Defiance+Maim = 600*2.7*0.75*1.2=1458 enmity.
DRK aoe+Grit+Darkside = 600*2.7*0.8*1.15=1490.
Flash+Shield Oath = 600*2.7*0.85=1377.

WAR has to use 2 single target gcds with no enmity multiplier, DRK drains MP with Darkside, PLD uses a resource it has almost no other use for. PLD also has Circle of Scorn which has an enmity modifier and is free. They're all really close.
