Excalibur Server Restriction Doesn't Reflect Actual

The server status on the page does not reflect actual status in the game.

The server is locked currently in game.

This just had to happen when I FINALLY convinced my old buddy from WoW to give FF14 a shot.

It has always been like that. The sever restriction page updates every four hours, the actual restrictions change constantly depending on the number of logged in players on a server. Weekends are generally a bad time to create characters. I suggest your friend save his character design and try again tomorrow morning or after the maintenance on Tuesday.

Can we circumvent this with a server transfer?

I think it is easier to create on a different server and then transfer in, but not sure what the limitations would be for transfering on a new account. I transferred onto the server myself about a year and a half ago, but I waited until I had a chance to log on in the early morning (NA of course). A friend of mine was able to create a new character on Excalibur by doing the same though. If that doesn't work, trying again right after a maintenance should.
