If the GM arrives and it turns out that the player is completely innocent and that all the reports are from players in the same FC/LS, the punishment had better be severe, like 1 week ban and perma ban from report system.

I fully agree with this and that type of report system. It would damn near eradicate most RMT, and a harsh punishment for false reports would help alleviate said falses from occuring.

It's just the GM manpower that's the problem.
