Is there anyway to rate a player I.E bad commendation i guess?

I wonder if there's a way to create a sort of FFXIV Player Blacklist site. Since it's not affiliated with the main site or forums (or reddit or any fansites), would it still be a TOS violation?

you can do whatever you want as long as it's not on the ff14 forums.
