Is there anyway to rate a player I.E bad commendation i guess?

This game has a serious problem - when you report facts, not even report, when you present an evidence of the said facts with names included it is considered naming and shaming... nope! The player has shamed themselves by their own actions so posting the chat log should not be considered naming and shaming at all... yet it is.

I remember mining in ffxi when I came across a fellow miner who ended up mining in the same spot I was. back then this was considered a no no, but he was so frightened that I would rat him out over the internet and across the server that he tried paying me off with a darksteel ore.

We may have a need for accountibility, but what you are looking for is playing with fire. It wouldn't take a lot of time before "some naming and shaming" turns into "whole broadcasts on social media" which would fuel harassment in game.
