It sounds more like that may be because you bring it up in an unrelated conversation and give them a target.
Hang on a minute. How do YOU know creeps you report in Duty Finder never get punished? You are almost guaranteed to never see them again, whether they're punished or not! Honestly, this is a textbook case of abusive behavior and language. It's all right there in the chat; there are many ways that players can harass in a way that is hard to prove to a GM, but this was not one of them! If this was this guy's first offense, certainly he might get off with just a warning - but this would at least start his record, so that the next time he engages in such douchbaggery, he'll have a history...
Even if you're cynical enough to believe that GMs are useless though, you can't possibly imagine that your argument was any better. The guy you ran into was a jerk - but reacting the way that you did pretty much just fed his ego. He wasn't chastised, or even angry - though I'll bet that he was deeply, deeply amused that you were angry.
Kick, then report to GM. That was the way to go. And if it turns out that both of the others are his buddies and the kick doesn't go through, drop from the instance. Better to eat the 30 minute penalty than to put up with that kind of abuse.
