Join party in progress

That's not true at all. The join in progress is bugged or nothing working as intended. There was several times a friend was in a dungeon and tank/heal/DD left so I tried to join in progress with what missing to get queued to a new one instead of his. Some cases I even asked 5m later if someone joined and no... So you have it, and I bet I'm not the only one noticing that joining in progress 90% of the time doesn't do his job.

When we check join in progress that would take maximum priority than a new dungeon instance.

Party leaders in parties where people had left have to answer the prompt to replenish party members. I imagine this is what happened to your friend's party, someone closed the prompt and never answered it.
