I've tried using this feature multiple times as a Tank but I can never seem to join a party that's already in progress. Is this because I'm using it wrong or because there are no groups that need to be filled?

It's because there's no groups that need to be filled.
If you check the box then you are doing it right, there just ins't any groups for what you qued for that needs a tank so you get a new group.
This, because the option simply means you're willing to fill in for a missing spot if one arises before you're slotted into a fresh party. It doesn't mean you'll only be put into in-progress parties. Otherwise everyone in a hurry to get their daily bonuses out of the way would sign up for that and queue times would be longer.

That's not true at all. The join in progress is bugged or nothing working as intended. There was several times a friend was in a dungeon and tank/heal/DD left so I tried to join in progress with what missing to get queued to a new one instead of his. Some cases I even asked 5m later if someone joined and no... So you have it, and I bet I'm not the only one noticing that joining in progress 90% of the time doesn't do his job.
When we check join in progress that would take maximum priority than a new dungeon instance.

The in progress also puts them in queue as well, they essentially re-enter DF. So if there are say 10 new instances looking for a tank before their tank dropped, they will be placed at queue 11.
Would be lovely if SE just went ahead and allowed for an ability to "recruit" members from your friend-list or FC to fill a slot instead of making them play fate and end up with a group they don't want to help...
While I like it, that would just open a whole new can of worms
