I seem to recall that there's a very limited number that can be found via one-time quests & the like, unless that's been changed.
If they're still hard to get then I suggest they are made craftable or as drops with these changes:
1) Identical to current use but unique tag removed.
2) Made into real Phoenix Down - can be used to revive another character PLUS has the ability to revive the carrier upon death in solo content only . Keep the unique tag to stop people just stacking them to cheese content.
If they become craftable then I'm tempted to say they should be unsellable. The recipe would need to be reasonably easy & not using rare materials but only possible after a certain quest line (DoW/DoM/DoH) at lvl50. That way being a crafter isn't essential so raiders won't complain & everyone who reaches lvl50 can craft their own.
Phoenix Downs now drop frequently in Palace of the Dead though (somewhat ironically) so yeah, a change to make them stackable would definitely be appreciated. As it stands it seems they were originally implemented more as a fanservice reference than an actual useful item (possibly because SE must have felt players could just cross-class Raise or Resurrection if they wanted to raise other players from KO rather than using an item. But I digress..).

I've never seen a drop in PotD but I've only played a few times, hence why not sure if they'd been made more common. It seems even more ludicrous that they're unique if they are drops!
Yeah, like, I've only encountered 3 or so dead people lying in the overworld in my entire playthrough thus far that were left dead and needing of a revival, and most likely they'll just teleport out before I'll even announce that I'm going to heal them, so I don't see the point in restricting the item so much.
Until they added instances where you could not respawn (Palace of the Dead, Aquapolis) it had never been a very useful item. Now it's got some increased viability, I'd support this change.
