The scrolling of the target cursor through your party list, in modes A or C, also has a huge flaw. If a party member on the list is either out of range to be targeted, or dead, the cursor will get stuck if you try to scroll past them by pressing either down or up. If you press down or up several times you can usually get it to budge, but needing to do such a thing is incredibly silly. Here's a crude example of what I mean:
Member A <- put target cursor here for now
Member B
Member C
Let's suppose Member B dies suddenly due to unforeseen circumstances.
Member A <- target cursor
Member B <- dead
Member C
As the healer, I see Member C's HP drop a bit, or perhaps a buff needs to be reapplied, so I attempt to scroll down but I can't do that because Member B is dead, so the cursor is stuck on Member A, thus it cannot go down from there. Granted I could press up instead to bring the cursor right to the bottom and onto Member C, but I don't see why the whole "stuck" thing needs to exist. Not to mention this is a simplistic example, in situations where multiple party members are either out of range or dead, it's absolute carnage.

Member E <- out of range

In a situation like this one, targeting Member D in time can be an absolute nightmare. I cannot get to them anytime soon by pressing either down or up as the dead/out of range members, C and E, are blocking the cursor from advancing. It's hair pulling, I tell you.
I appreciate what measures the dev team has taken to provide temporary alleviation to the horrendous targeting system and algorithms, until such a time when the UI is fully overhauled and we have a targeting system that actually makes sense (2.0 plz hurry), but this is a highly annoying issue that will frustrate healers everywhere. Please make it possible to either target dead members or, preferably, skip dead/out of range members on the list so the next member on the list can be targeted instantly. If FFXI can do it, I see no excuse for this.
