It's impressive they updated it so many times and still didn't do it right. bravo SE.
Targeting is all sorts of messed up in this game...
from the command "target nearest npc" not actually targeting physically close mobs but mobs who's names show up closest in relation to your character on the screen but may in fact be just at the visible range...
To the stupid engagement reticule not functioning properly so you have to hit escape between mobs to reset it.
And my personal favorite the complete bassackwards priority settings for menu key navigation.... oh you want to target a party member, but your ability macro didn't process correctly so now you are cycling through all your action tabs... now the ability DID activate properly but you are stuck on the wrong action tab and so you think you are using a weapon skill but in fact you are now stuck in party target for a cure spell that is no longer needed.
Targeting in this game is a bear... and they need to find a way to fix it that actually works... and isn't completely convoluted like our three different targeting modes right now, that almost no one knows the differences of.

i can tell no difference.
I dont play with a controller that much so i dont really have targeting issues, due to me clicking.

/targetmode A B C work like this:
A: Up/Down selects PT members Left/Right selects targets based on current target filter (all/party/friendly/enemy)
B: Up/Down selects Target Filter (all/party/friendly/enemy) Left/Right selects targets based of current filter
C: Up/Down selects PT members Left/Right selects all targets (party or enemy)
Maybe my OP should read : Target priority should be changed to a cone shape moving from closest to furthest target on direction of selection.
I am using Type B now, and it has no ALL.
I am happy with this mode (Type B) because it eliminates the "ALL" targeting filter which I do not use, while remains easy and convenient for me to toggle back and forth between the filter ENEMY and FRIENDLY.
By the way I 100% support your OP. It would be great if they change how the target tabbing priority works, or better yet yet us select how the priority goes.
Any word from dev or reps. Even if anything is being done to targetign priority?
STEP one, allow for the left/right option to target and cycle through enemies ONLY on those sides. (Aka if its' left of you, pushing right wont eventually cycle to it.)
STEP 2 (the BIGGEST one)
When your weapon is out, Left and right target enemies ONLY and up/down ONLY cycle through PT members.
when the weapon is put away, left and right target 'all'.
Actually, how do I set up Targeting A's filter? I tried clicking on it, and nothing. Is there a text command?
Wish there was a quick way to adjust the filter of A w/o clicking. (Similar to how I suggested active/passive mode.)
Also, short explanations of each shoulda been in the UI.

I want an option that allows you to select targets closest to furthest away.
Right now it only prioritizes from left to right or right to left not taking distance into account. meaning if you are targeting from left to right, it will target the left most mob first even if it's the furthest mob away.
Generally when you appempt to target something it's most likely closer to you than the at the edge of your target range.
