No, they are not. Au Ra may have been been made with a dragon theme in mind, but that would clash with the 3.0 story where Ishgard is at war with dragons (how would the story explain a bunch of dragon people being allowed to walk freely in the city without being attacked?)
What is this art conception from FF XIV ?

As awesome as dwarves would be, I don't trust SE's hair-modeling capacity enough to make a full-on dwarf beard look good. They can't even hand shoulder length or longer hair without it looking super stiff and/or hanging unnaturally curved several inches above the shoulders/back. A dwarf beard would either end up looking like the freakishly stiff manes of ffxiv horse mounts, or it would look pristine and fine-stranded while hovering at a near 90 degree angle from the character's face.
You’ll only do that ONCE.
Nah. We’re the hobbits.
Absolutely not! We’re either the pay-someone-else-to-swing-an-ax race or the heal-the-guy-swinging-the-ax race. Neither of us wash our beards or hair in blood. Although, I’ve had to wash my own hair of blood a lot of times. You see, blood sprays out and down and we tend to be below the wound. See where this is going?
Huh what??? Falafell are cute!

I can see Dwarves being a new beast man tribe if anything
As long as they don't mess it up like they did with the Au Ra race.
