Suggestions for breathing life into frontline PvP again.

For the past few months now Frontline (shatter) queue wait times have been greater than 30 minutes, now I know there have been suggestions in the past to change the GC requirements to reduce queue times. Instead of doing that what if you just added a way for relic items to be rewarded when spending Wolf Marks? At least then maybe there would be an increase in the volume of players joining frontline again.

While I like the idea of being able to attain relic items, I feel like it'll attract the wrong people who only do pvp to get something they'll use for pve exclusively, maybe a special quota should be filled for the relic items, otherwise people who are there specifically for that purpose will be just as bad as the eso/lore farmers or those who want the weapons/gear for looks only.
