really wish people without any form of knowledge how an API works stating its always the people behind it.

Anyway why are you using a software mouse which is meant for bad GPUs on your high end GPU?

I think borderless windowed is only available at your current desktop resolution, which is why you can't change the numbers. My screenshots show up as my desktop resolution, not the horrible aspect ratio that is shown in system config. But it probably is a bug that they don't show up as my resolution.

Hardware mouse doesnt register clicks at all when in full screen.

Your issue is very simple, once you click the software mouse control, your mouse is now slaved to the FFXIV software parameters. Normally this is not an issue but in your case, you are using DSR (thus problem is more of an NVIDIA thing), thus the screen space of your Windowed resolution was snapshotted.
My easiest recommendation is to go to full screen first under Hardware mouse mode then enable software mouse. Unplug and replug the mouse if you have to. When I get home, I can check out how to change the game settings with out logging in.

I wasnt using DSR but its enabled, I disabled it and the problem still occurs, even if I start in fullscreen which seems to launch in windowed then change straight away.
