You have two allowed options, relinquish and reclamation but as you know reclamation is still on hold for a little while longer so you might want to consider just not moving right now if gil is more important to you or you could create a new character on that other server for time being then bring the house owning character across later when reclamation comes back and have waited 45 days to qualify for the partial refund. Also like someone else said the reclamation timer when back online isn't based on whether or not you play, it's based on whether or not you enter your house during that period.
Neither might be the ideal solution for you but selling plots is against the ToS, SE does not want people treating houses/plots as a commodity to buy and sell between players. You might get away with it if your lucky and such a sale went under the radar (though unlikely now given you have made such intentions known on here) but generally if caught you will end up punished by SE which could range from stripping you of your house with no refund or stripping you of the gil made from the sale leaving you with nothing from it anyways plus end up with a strike against your account in both cases...or you might just get outright banned like others have in the past despite them honoring their agreement with the buyer and only charging less than half the games value of the plot.
SE might add an NPC controlled repurchase from player option in future I suppose or adding a percentage refund to the relinquish option that gives some back and then automatically puts back on the market itself but would need to be substantially less than the plot cost to prevent using house/plot ownership as an extended bank account. They also might not. Like I said they do not want people treating housing/plots as commodities, buying and selling between each other. If you get caught you might well be banned like others have for doing so even though they never charged people much and didn't renege on the deal.
