Regen also, ironically, is the higher potency single target HoT (1050 vs 700) and won't pull aggro immediately since there's no initial heal. I don't play WHM but if they really wanted to Swiftcast Med2 then surely Regen -> Swiftcast -> Med2. DF is full of weird people anyway, I wouldn't worry about it.
