The have it scheduled in to their roadmap, but not until after 3.4 (although we don't know how much after...)
I believe the last they said on the "moving" was in "Letter from the Producer LIVE Part XXVIII":

Yea I get that. They just keep pushing it back though. I believe the original chart image showed 3.2 or 3.3.
We don't actually know what the moving feature will/won't do. History has shown SE likes to repurpose existing systems as much as they can so it's entirely possible the moving system will simply automate buying and relinqushing at the same time and nothing more. So it guarantees you don't end up homeless, but everything else (losing airship progress, FC rooms, breaking objects you can't pick back up) would be the same as it is now.
I hope I'm wrong, but if you want to move now, all I'm saying is it might not be worth waiting as it might cause you the same issues later (and by then you would have had time to recover and get things back to normal).
Assuming you can find a house to move to that is...
I believe one of the reasons they stated the move feature was coming was so we don't lose our airships, workshops, and private rooms.
