As much as I wish this would happen, I do believe that it won't because it would be a nightmare for the devs to have every NPC available in the game for eternal bonding. As mentioned before, if they were to have certain characters available for marriage, we will have people complaining that their favorite NPC is not on the list. Going off of this, how would they handle NPCs who are not dead, but that they are planning to kill off in a later patch? I can only assume SE has this story planned out far, far ahead from where we are currently. It would be rather disappointing for players to marry an NPC only for them to die later down the line. Restricting certain NPCs because they are planning on killing them would also be a no-go, because it could tip people off as to who might live or die. I can see this working with non-important NPCs, such as guildmasters etc, but NPCs with an important role may be difficult to implement.
