I got an e-mail yesterday about my account being suspended for 24 hours. I was playing the game casually until I automatically got logged off at 7:20PM EST / 4:20PM PST. Today I tried to log on again at the same time I was forced off the game and my account is still suspended.
When they say 24 hours do they actually mean the next day? I am still confused on this because it has still, technically, been 24 hours.

"You will immediately lose access to the service account for the duration of the suspension. However, the actual suspension countdown starts at 0:00 on the next day of the suspension being issued." - Okay, but why was I kicked off at such an odd time? BTW, this is a direct quote from the e-mail they sent me.

No, I got suspended for harrassment on 7/13/2016, the fact that they contacted me on such a later date... makes me forget what I even did. I'm just complaining over this 24 hour suspension since it has been 24 hours.

GM issues the ban whenever they get to it. However the system is designed differently, so even it's 24 hours real time in your case by now, you won't be able to log back in till midnight the next day.

Meaning if they logged you out at 07/25 @ 4:20 pm pst, you can log back in tonight after midnight. There have been some occasions that people still could not log in after receiving an ban, and needed to wait till the daily reset (7am pst) the following day.
