Maybe the idea of having medals drop form other sources (Diadem, Palace, Leves, even Verminion? Not to mention Dungeons and roulettes) didn't occur to them (course instances forbade minions anyway)?

Or just make the YK watch add a temporary ability to our character and we use that ability to catch Yokai that randomly appear on the maps. Why using FATEs? And why the Atma style? As if it's the best activity that the fans desperately want to do and that the fans keep asking them to make more content like that. WE HATE IT, ok?

No, the community largely hates it. Yoshi even acknowledged it in the anniversary stream last year or the year before. Pure RNG for things like this simply don't work as you end up with some players putting in 10x the amount of time and effort compared to others in order to complete it. I was in a group with someone in Central Shroud yesterday who had been grinding there for three hours with me; I completed multiple weapons in that time whilst they got only ONE legendary medal. That is why the community hates it. The fact Yoshi acknowledged that and yet still implemented the anima-atma stage and now this completely baffles me.

While I do wholely agree with you to a good extent, they did allow players who actually completed the 2.X relic to skip the anima-atma stage. They also probably see it as a problem in terms of progression, but their whole outlook on this event has been that "you don't need to do all of it." Not to mention that since you get 2 months to do this event, you don't have to do it all at once either.
