Check the available turn ins each day, see what's on bonus / which mats you find easiest to obtain, and go from there. I tend to prefer large returns on turn-ins so I don't have to craft as many times, but I also like to avoid dissolvents because they suck up mats quickly. When I was in heavy farm mode, I preferred birch signums from carpenter and alchemist turn ins. Now, I'll sometimes go for armor pieces when they give around 200 scrips, since I have all of my books and would just be crafting 2-4 items for carbon fibers.
IIRC, you must be lv55 before you can do earn Blue Scrip from the turn-ins. Levelling from 50-60 process depends on you financial status.
If you are swimming in money, then craft Blue Scrip turn in materials, nuggets, ingots, etc... as collectables for the Scirps.
If you are somewhat limited on funds, concentrate crafting HQ materials for market board revenue generation.
With either approach, you will level up with relative ease.
I don't think there is a best, just personal preference based on a lot of different things. For me making Books of Aurum Regis on ALC is the best. There isn't a huge number of mats and they're all relatively easily obtained, fairly easy to make and gives 90+ scrips. I'm also an omnicrafter with good gear, whats best for you may be different.
Look at the mats, see what you can easily obtain and/or make, compare that to the rewards and go for it.
Farming blue scrips with only those three classes at 60 would be a bit difficult, I think, since they don't have very good "synergy" with one another. WVR turn-ins usually require LTW mats, and CRP turn-ins usually require BSM/ARM mats. CUL is pretty self-contained, but the scrip payout relative to material requirements is quite low. I'd focus on leveling your other crafts first (at a certain point, you'll be able to do turn-ins to earn both scrips AND EXP!), then worry about farming scrips en masse for the master books and i180/200 gear.

The alchemist books, the carpenter items that just use varnish and wood, and some of the goldsmith items are pretty easy to get materials for. Keep in mind that the collectibles don't start giving you blue scrips until level 56, though.
Marron glacé on cul is dirt cheap on my server and only 3 mats. It will be a time consumer as its only 22 per turn in...
Work on getting the under 60's to 60. You will find a lot more options for Blue Scrip that way. For that matter, you will find more options for RED Scrip too.
Personally, I prefer to make whatever provides the most Scrip for the hand in. But others prefer to go with what costs the least to produce, or to buy the materials for, etc. There isn't really a right or wrong answer here.
