Yup that is what it is, you are given the watch and your first minion then it is fate grinding to get all the weapons. There is not much of a story of any kind for the event.Now that I've actually gone to give the event a try I have to chime in... I expected something better. The quests were small and not really interesting. With FFXIII, Dragon Quest and FFXI (both Shantotto and Maiden's Rhapsody) they did a much better job, where I felt an actual story was taking place. With Yokai Watch I felt like I was just tossed an item and sent to do FATEs.
