Why does PotD FORCE you to queue in-progress?

They don't force you. You can turn it off simply by deactivating it in your duty finder ^_^. The option to toggle it on and off is shared between duty finder and deep dungeon.

That's an inconvenient location to have to access the toggle for a duty which isn't accessed via duty finder. O_o
