Why does PotD FORCE you to queue in-progress?

Not trying to be a jerk by pointing this out, but a lot of times questions like the OP's can be answered....by simply reading the patch notes

Players can join a party in progress by first checking the "Join Party in Progress" box in the Duty Finder menu, then speaking with the Wood Wailer expeditionary.

just to add on the subject, this is going to be more common, now ppl that is about finish their aetherpools and for whatever reason dont finish it the current run would just leave the instance. In my opinion I cant blame them. Repeath all the floors for a single aether? NO way

Whilst it's good to hear this it's not much consolation given that there is absolutely no indication of this in-game. I read the patch notes in full during the downtime and still managed to miss this detail. Considering that we can't queue for the PotD via the DF why on earth is the option to toggle this hidden away in there? There is nothing intuitive about it at all.

Common sense? Even while it technically isn't the DF per se (well actually from a coding standpoint it probably still is), literally EVERY other duty in the game makes you start at the beginning, UNLESS you happen to have left the "join party in progress" box checked by accident.
