This may have changed recently (or it's just really rare).

It did change in a hotfix. You can now get upgrades anywhere. Today I went from 27/29 to 28/30 on floors 1-10, and maxed out on the next set of floors. Finished my weapon in less time than it takes to repeat 41-49 for the right amount of upgrades.

This happened to me most recently when I was 25 27 in gear level. I leveled up on the 20-30 floors and it only happened once for me so far. I think it may be complete rng and the higher our levels the more crazy the rng difference is. Does it happen often at lower floors?

I have finished two weapons since the hotfix and both weapons got their last upgrade before floor 25. The early floors go by so fast there's no reason not to try out one's luck. Higher floors also seem to have less silver chests in general, many of which explode.
