It doesn't matter why they would or would not. They've stated in their terms that it's considered RMT and by partaking in it you risk your account. Even the announcement for gift codes specified they didn't want them being traded for in-game currency: "* The use of gift codes for any activity relating to, or suggesting the trade of real-world money, in-game currency, or in-game virtual items is strictly prohibited."
