This is a false statement, in fact, when Palace of the Dead was first announced at PAX East, it was mentioned that this would be content for people of all levels to enjoy. One thing people appear to forget, the reason why the entry level is 17 is for people of all levels to play together. Many of us have invited friends to play, but any time we try to do things with them. It isn't fun running the lowbie dungeons repeatedly as a level 60 nor is it fun to run around helping them with FATEs as a level 60 in 2.0 zones. This content was designed to give an even playing field for players in this situation.
