I have exactly the same issue, i even tried to reinstall the game.. mistakes were made, also im getting the same error in two laptops and one extra pc... ( all 3 are totally new, first time installing FFXIV on them )
i have the same issue, i tried these following possible solutions but none of them worked but i hope it helps someone:
FIX FOR : Unable to complete version check. [30410][30607][20457][409]
For error : Unable to complete version check. [30410][30607][20457][409]
If your launcher is loading, but when you attempt to login you get the version check error, look at the launch version at the top. If it is not the current launcher version or it is blank, that could be the problem. My computer that I played beta on was stuck on an old January 2014 version. My other PC updated the launcher to February 2014 version right away. The current launcher should be 2014.02.26.0000.0001. 2 methods to solve it. Number 2 is likely easier.
METHOD 1)
I simply took all the files out of the boot folder from my good PC and moved them with a USB drive over to my other PC. There were 8 files and this was the folder :
C:\Program Files (x86)\SquareEnix\FINAL FANTASY XIV - A Realm Reborn\boot
Start the launcher and login and it started downloading patch 2.2.
METHOD 2)
Another way to do this is to force Launcher to update itself. Credit to Keku :
Go to Documents\My Games\FINAL FANTASY XIV - A Realm Reborn\ open up FFXIV_BOOT.cfg in word pad or notepad.
You should see this
<FINAL FANTASY XIV Boot Config File>
<Version>
Version 2
Language 1
Region 2
EulaAgreement 1
StartupCompleted 1
B4EulaAgreement 1
BootVersionCheckMode 0
ConfigReset 0
Change the number in the bolded line from 0 to 1. This will force the launcher to update itself. Run the launcher and it should update to the newest version. Once updated, you should be good to go to login and download the new patch.

I have the same problem and so far I have tried the force update method mentioned above, fresh re-installing the game, deleting the final fantasy folder with boot config in it to force it to make a new one, and getting specific ports SE tech support told me to forward, after all they they told me themselves they don't know what to do about it and that I should come here and ask other players
I am at a loss for what to do from this point and clearly SE will be of no use, I cannot copy the files I'm missing because the only other person I know of that plays is on Ps4.
