Should "Blizzard II" Be Changed to a Cooldown? (Thaumaturge / Black Mage)

Blizzard II is about as useless as it gets outside of a few early dungeons for large pulls.

I find myself entering lvl 40+ dungeons as BLM only to troll everyone by spamming the unpopular move with no Fire attacks, and to raise awareness of how bad the move really is. The reactions are what you'd expect from raid groups: People explaining how Fire is better. Little kids slapping verbal attacks in my direction whenever a group wipe happens. FC's kicking me from their game after about 10 to 15 minutes of play. Laughably, Blizzard II spamming technically isn't a violation. There's no AFK, Offline, or Cheating present, and it doesn't warrant enough to qualify as harassment. No rules are officially being broken because of how the move is set up. Any THM/BLM can enter a duty and spam Blizzard II proudly, while watching everyone around them throw a temper tantrum.

The point is, as a cooldown, the move will be far more useful to players. Using it while dodging attacks will be more effective when no longer having to deal with a ridiculous cast time, and players will seize to pretend the move doesn't exist.

30 seconds is a good number for it's cooldown.

Blizzard II is hardly useless. Just because you like to troll people does not mean the spell should be changed. The real solution is that you practice this thing called politeness and not spam a spell just to annoy people.

Congratulations! You win! The move is guaranteed useful for Summoners all the way up to at least lvl 53. As for whether or it's any good at lvl 54 -60, I wouldn't be about to say yes or no as...
1. I don't play Arcanist types of any kind.
2. The excessive amount of walking around just to properly set up the move, and using it effectively before having to refresh all the DOTS and Shadowflare. Not to mention how the move is only beneficial for more damage pot when there are 5 or more enemies.

But yes. For the level 50 meta-game I cannot deny Blizzard II is good for Arcanists/Summoners/Scholars. As for levels above, only my summoner friends and professionals would be able to answer that.

Hi, I play SMN. You know, that guy that hits mobs with all those dots then spreads them around. You know what I get to do after I'm done? Spam a piddly 80 potenty ball of light until I can put my dots back up. At one guy at a time.

Or, I can use that useless Blizzard II to hit several mobs for 50 potency each. Even just 2 mobs and I'm beating out what I can do with Ruin or Ruin II. If there's 4+ mobs I might actually drop Ruin III in Dreadwyrm Trance.

It's true that you hardly use in 50+ content merely because B3 let you regen your mana easily
And because there is nearly no mecanic that require Binding
Let the spell as it is !!!

40-49 it's useful in AoE rotation: F3 > F2 spam > B3 > B2 > repeat. You could replace it with B1 or Thunder if the pack uses something you would have to dodge up close, but B2 is more damage if not.

50-60 it's useful in AoE rotation when your Flare has left everything nearly dead. With the full cast time of F3, you often end up missing the cast because your target dies before it goes off. Start casting on next mob, same story. Or you could pop a couple B2s after your transpose and not worry about it.

Just because it's not useful to be spammed like it's the only spell you have doesn't make it useless.

Needs more frostbite stacks to proc Deep Freeze DoT status effect exclusive to BLM's me thinks. Too bad that doesn't exist.

As a BLM I only use Bliz 2 in PvP for Ninja checking nodes.

Healers and SMN actually get better use of Bliz 2 then the BLM.

Outside of Ice 3 and 4 all I spells are pretty pointless by level 50, unless it PvP. Although I think some mobs in the Palace of the Dead are susceptible to such effects.

It's ironic that I use Ice 2 more as a SMN than as a BLM
