Some things can be capped on all stats for that item, those it is worth doing.
Some can not be capped and that becomes a grey area as to what you want vs what the gear is capable of handling. I plan to not meld the gear which cannot be capped right now until know what stats are required for the next tier of gathering but with the ones that can be I am okay with fully melding up to their caps. The belt, gloves, legs, feet and all accessories can be capped. The chest, hat and tools cannot.
Leaving the uncap-able ones unmelded gives breathing room for the next tier of gathering trying to make up for any discrepancies between what stats you have and what you might need a bit later on. Accessories are kind of a grey area too in that the stat difference between each tier of accessory set is so small it might be better to stick with an older set until a couple sets further down the line in the future come out.
I take the same approach with DoH gear as do with DoL gear.

An alternative approach maxing the main stats the tool and off-hand. Gathering is the higher cap on main hand, and Perception is the higher cap on the off-hand. Just max out that main stat on each for the best stats.
A quick amendment to this: Some things can be capped on all stats for that item without overmelding Tier V materia, those it is worth doing. All of the accessories, for example, require at least one Tier V overmeld to be completely capped. The value in doing so is decidedly questionable.
Tier V's - even Gathering Tier V's - are still expensive enough that attempting to overmeld them will likely be expensive enough to outweigh any possible profit you might make with them beyond what you could make with just Tier IV overmelds. The amount of gil you spend (or, if you spiritbond your own Tier V's, the amount of potential gil you COULD have made by selling them instead of melding them) will not be paid off until well after the next tier of equipment is available. At which point you'll be starting the whole melding process over again.

True this. With Red Scrip farming as easy as it is, I went all Augmented lvl 200 left side (minus belt) and HQ IW the rest. That gave me enough gathering & perception to cap 95%/15% legendary nodes and focused melds on GP to get to natural 650 at which point I am done till next patch!A quick amendment to this: Some things can be capped on all stats for that item without overmelding Tier V materia, those it is worth doing.
