First, I wouldn't bother with the Front Lines Roulette. It's broken and not optimized for efficient match making. If even one person is queued for Secure/Slaughter/Seize, then the system has a conniption fit trying to figure out how to slot people into a full match, and you'll end up getting jumped around between lobbies while it tries to fill in the gaps. GC restrictions just compound that issue, so it's almost always a longer wait time then just directly queuing for the game mode you want.

That said, in my experience Shatter is pretty much a flop. It had potential, but SE really dropped the ball with this one. There's too much PvE and not enough PvP. The map is cool, but it's unbalanced, and they are still, despite an overwhelming number of complaints, refusing to remove GC's and fix queue times; so, by and large most people have given up on it in the Primal Data Centre. There's still a few die-hards out there who are either trying to farm a mount or just hate Feast for whatever reason, but most people don't bother. The queue time is too long for what you're getting. People started going back to Feast about 2 weeks ago looking for real PvP, and since then Shatter has been fairly quiet.
