This probably won't make me happy with the woodworkers in the crowd, but XIV's economy isn't very dependent on consumables as-is right now...

With respect to trying to balance Archer and allow it to auto-attack... why not remove arrows from the game altogether? Instead of some kind of unholy synergy between stats-on-bows and stats-on-arrows, necessitating a zeninage approach, why not just put all the stats on the bows and use arrows as an abstraction? Alternately, allow people to equip quivers of arrows that effectively never run out that have the stats of currently existing arrow types?

I like the idea in theory of multiple ammo types - think FF canon for this, flaming arrows and ice arrows, or bullets that inflict status effects - but I don't see why it's necessary for people to basically be shooting gil at their enemies, and the existence of arrows currently poses a challenge to the balance of the Archer class, potentially the Bard job, and the game as a whole.
