Steps:
1. Tried to accept daily moogle quests -> quest icon red (cannot be accepted)
2. Controlled allowances in 'Timers' menu -> number: 0 despite reset having occured in the mean time
3. Waited one in case reset occured
4. Did same quests on different character (Kyara Moonbane, Shiva) without trouble on Saturday, July 16th, 2016, 8pm CEST
5. Checked allowances in the 'Timers' menu on affected character again at Sunday, July 17th, 1am CEST -> still no allowances

You might check your quest log. I had a similar issue with the moogle dailies a few days ago, turns out I had one unfinished from a previous day and it was preventing me from getting new ones for some reason.
