Cannot unlock Pharos Sirius (Hard Mode) Yes another one but different.

I have read all the forum posts I could find about this issue and it is still not resolved. Support are useless and told me they won't help.

I have done quests "Sirius Business" and "Why so Sirius".
I have been to Aleport to check if there are any quests I have not done and also spoken to the previous quest giver Diamanda.
I have been to Limsa Luminsa 12,12 and there is no quest.

Am I the only one who has done all the above and still have this issue?

So is it a case of the Quest is there but it's locked or it's just not showing up from that designated NPC?

It is not showing up on the NPC or on the map.

Oh I think I see the problem but I might be wrong. I think you have to actually go into the Airship Landing, Or have you already tried that?

Thank you. The location is wrong and the quest was hidden by "Highway Robbery".
