You should never rip hate away from a good tank, unless the tank is in DPS stance.

I don't even have Quelling, and can only pull hate from an equally geared tank if they're purposely trying to straddle the DPS/Enmity line (or they're really bad).
Starting with F2 might be your problem because you get bonus hate if you are the first one to hit mobs.
